How can I stop unwanted phone calls? I am so sick of ppl, usually barely able to speak English,phoning me!?

I've done the TPS thing about 2 months ago but it's got worse if anything. If I scream or blow a trumpet into the phone will there be much chance of being sued? I know they are calling from Bangledesh or somewhere but usually at the behest of a British company.
