you're overyzing. the boy likes you and he's being obvious about it. take it slow, be friends first, make sure he likes you for the right reasons, not just your *cough* boots, and your friend will get over it. the only reason i could see nationality getting in the way is because there can be cultural differences. which is why being friends with a guy first helps you to figure out if something goes any farther than a physical attraction.
